In 2002, the Chief of Naval Operations (CNO) promulgated Seapower 21, which provides a framework to align, organize and integrate the U.S. Navy to meet the wide variety of challenges that lie ahead. The CNO called upon the entire Navy to find ways to become more efficient and effective. To meet Seapower 21 objectives and to increase efficiency, the NAVSEA Warfare Centers established the SeaPort™ Enhanced (SeaPort-e) Multiple Award Contract (MAC) vehicle, using a web-based e-business procurement portal to facilitate performance-based service acquisition, leverage buying power, improve business intelligence, and reduce cycle time.
In October 2004, the Virtual SYSCOM Commanders formalized an agreement to expand the ordering community of SeaPort-e to include all Virtual SYSCOM activities and to leverage the success of SeaPort-e in achieving the aforementioned objectives across the Virtual SYSCOM. Additionally, other activities, including the Military Sealift Command, Strategic Systems Programs, Office of Naval Research, Defense Threat Reduction Agency (DTRA), and the United States Marine Corps have chosen to use SeaPort-e.

Task orders are issued under this contract by the Naval Sea Systems Command, Naval Air Systems Command, Space and Naval Warfare Systems Command, Naval Supply Systems Command, Military Sealift Command, Naval Facilities Command, Strategic Systems Programs, Office of Naval Research, and the U.S. Marine Corps to provide services that potentially span the entire spectrum of mission areas supported by the activities and technical capabilities that comprise the various ordering offices, and to provide professional support services to the overall Navy, DTRA, and Marine Corps organizations. Services within the functional areas identified below may be performed under this contract for new product areas, programs, or missions which are assigned to these activities during the life of the contract.
Activities may provide limited support under this contract to other Department of Defense (DoD), non-DoD, or Joint agencies for work that is integrally related to product areas and mission. Services to be provided under this contract are categorized into 22 functional services areas, as follows:

MSI was established in 2002 as an engineering consulting and construction management firm. In December of 2004, MSI received certification to participate in the SBA’s 8(a) Business Development program. In 2006, an IT Services division was created in order to leverage MSI’s technical capabilities and extensive executive government management experience. Veterans Assembled Electronics (VAe) – Vae’s primary focus is in electronics, (printed circuit board/cable assembly and rapid prototype development) and VAe also provides program management support services as well as administrative management and general management consulting services to the Department of Defense and other government agencies. In addition VAe trains and certifies disabled veterans for employment in the electronic manufacturing services industry. VAe began operations in September 2009. Management has broad experience in breakthrough electronic technology development, information/network security, manufacturing, and business processes analysis. The Company is authorized by the Department of Veterans Affairs to train and certify disabled veterans in electronic manufacturing services skills. To date, over $110,000 of electronic assembly and cabling contracts have been awarded to VAe by the Defense Logistics Agency.

The Team’s approach to quality assurance is to have the right people apply the right processes at the right times to promote project excellence. Through a process of structured product development, customer involvement, and an iterative assessment of performance measures and expectations, we are able to translate this approach into the consistent, timely delivery of high quality products. Vetegrity considers the scope of quality control and assurance to begin at the onset of the project and extend through the life cycle of all tasks, products, and deliverables.
Our QA/QC process begins by involving qualified and experienced staff from the outset. We develop and document a process, action plan, and a description of performance measures relevant to the specific TO. To prevent quality defects, the Team will gather, record and communicate product information as it relates to processes, impacts, risks, applications, and technology. Throughout the work product development process, an iterative approach is used to continuously verify, validate, and improve the quality of work flows, and to meet customer requirements. The Team will use proven QC techniques, such as walkthroughs, inspections, and formal reviews to identify and resolve quality defects in a proactive, constructive manner. Comments from internal peer reviews will be incorporated into draft products before client submission. We will use these multiple levels of review to inspect work products and identify and remedy non-conformance items prior to delivery.
All major work products will be delivered first in draft form. The customer will have the opportunity to review the draft deliverable and feedback will be incorporated into the final deliverable. Any defects identified will be documented, and communicated, with both initial reports and remedial strategies maintained in a central repository, serving as a reference point for preventing similar future work defects. To manage work product integrity, the Team will implement compliant change management and version control principles that emphasize ongoing documentation and communications as the best way to identify and remediate any problems before they impact schedules, resources, or performance.
